Sidney was born on October 2, 1979, to Pounn Penn and Tin Veung.
In addition to his parents and wife, he is survived by daughters, Zeyda Khiev, Amiya Penn; sons, Sayjin Souvannaseng, Sage Penn; grandchildren, Mia Kulp, Maddox Miller, and Lennox Miller.
He was predeceased by his sister, Nancy Penn
A funeral service will be held at 2:00 PM on Sunday, January 16, 2022, at the Dunbar Funeral Home Chapel.
